Given Soifon's tragic habit of being second best at everything -to Yoruichi herself as a warrior and leader, to Urahara as a companion of Yoruichi, even her name is a hand-me-down from a grandmother which was given to replace her birth name- I'll be willing to bet that in about a decade, Hitsugaya will be taller than she is.

...Which will make her, officially, at 4'11", the shortest captain in the Gotei 13. Oh, the humiliation.

....Which will lead her to realize that she commands the tallest lieutenant (and, at 6'11", the second tallest male overall next to Komamura) in said organization.

...Which will lead to Soifon having to overcome the repulsion she has for physical contact, Omaeda to realize that he'd better go along with this or else face certain death, and thus this system will be born.

So that she can lob tomatoes at people's heads or whatever it is tall people do.
